Saint-Ouen is named after Saint Ouen (Audoenus), bishop of Rouen, who died in the Merovingian villa of Clippiacum. Renamed Bain-sur-Seine during the Revolution, the town later became Saint-Ouen-sur-Seine.

At the Château de Saint-Ouen, Louis XVIII signed on 2 May 1814 the declaration promising the French a constitution, which led to the Charter of 1814.
